To brown the all purpose flour, spread it evenly on an ungreased baking sheet and put it in the oven about 4-5 inches from the top, on broil. Watch it at all times, so it doesn't burn but is browned. Turn the flour with a spatula several times to brown it on all sides. Let cool, and then sift into a large bowl.
In the bowl of a stand mixer combine the room temperature butter and fruit sugar and beat until fluffy.
Add in the sifted browned flour, and rice flour to the butter mixture and combine until the dough comes together. Stopping to scrape down the sides of the bowl a few times, and taking care not to over mix the dough.
Chop the pieces of Toblerone candy bar into large chunks about the size of a sugar cube, and mix the chopped Toblerone into the cookie dough, until it's evenly distributed.
Spoon tablespoons of batter onto a cookie sheet and bake at 300F for 50-60 minutes. Cool cookies on a wire rack, and store in an airtight container.
