Combine flour, sugar, baking powder, cinnamon, and salt in a large bowl and use a whisk to fully combine the dry ingredients.
Cut in the butter into the flour mixture, until the mixture resembles coarse meal using a pastry blender, or your fingertips.
Stir in the raisins.
Stir in the milk and form the mixture into a dough.
Divide the biscuit dough in half to form two balls. On a lightly floured surface, flatten each ball into a disk that's about 1 inch thick using your hand or a rolling pin. Use a sharp knife to cut each disk into 4 triangles, for a total of 8 biscuits. Place the cut biscuits on a baking sheet.
Bake at 400 for 12 min. until golden brown. Cool baked biscuits on a wire rack.
To make the glaze, combine powdered sugar with 2 teaspoons of skim milk in a small bowl. Once the biscuits are slightly cool, drizzle the glaze over the tops of the biscuits and enjoy.
