In a large bowl combine oats and milk and let stand for 15 minutes.
Stir egg, oil, brown sugar, vanilla and chocolate chips into oat mixture.
In a separate bowl combine the dry ingredients of flour, baking powder, baking soda, and salt and add it to the wet ingredients. Stir until moistened and combined.
Use paper liners or cooking spray in a 12-cup muffin pan. Fill muffin cups ⅔ full with muffin batter. Bake in a 4oo degree oven for 15-20 minutes or until lightly browned. Remove the muffins from the muffin tin when they're finished and cool muffins on a wire rack.
